Graduated from International Relations at the Autonomous National University of Mexico (UNAM), conducted a specialised study in international negotiations, international policy, foreign trade, foreign policy and international public law (Getúlio Vargas Foundation-Brazil/OAD).
He also has a Masters Degree in National Security at the Mexican College of National Defence. He was a professor of public international law and private international law at the Autonomous National University of Mexico, participated in conferences at various universities, and is the author and producer of various publications on international issues. During the 34 years of diplomatic career at the Secretariat of Foreign Affairs of Mexico he has gained considerable experience in the field of bilateral, multilateral and Consular Affairs, ranging from a support analyst adviser to the Secretary of Foreign Affairs, and was a member of various Mexican bilateral and multilateral delegations. He was Advisor to the Ambassador of the Special Mission for issues of the Caribbean; Mexican consul in Tucson, Arizona, USA; Consul of Mexico in San Pedro Sula, Honduras; Deputy Chief of Mission, on par minister in the embassies of Mexico, Bolivia, Argentina, Uruguay and Venezuela. In the year 2012 he was appointed Ambassador of Mexico in Nigeria and the non-residential ambassador in Benin, Burkina Faso, Cameroon, Ghana, Liberia and Sierra Leone, as well as the Permanent Observer for the countries of the Economic Community of West Africa (ECOWAS). In 2016 he was appointed resident Ambassador of Mexico in Serbia and non-resident Ambassador inBosnia and Herzegovina, Macedonia and Montenegro. He has been married for 32 years with the sociologist Beatriz Eloisa Gutiérrez Mendes, with whom he has two children.
