Full supply contract with net metering is contracted with households and full supply contract with net billing with companies
Applications for concluding full supply contracts with net metering or net billing have been published on the web site of Electric Power Industry of Serbia as well as full supply contract models for prosumers. This is a part of necessary documentation for households and companies intending to generate electricity from renewable energy sources for own purposes, with the possibility to deliver surplus energy to the system or take over electricity when needed. Full supply contract with net metering is concluded with households and full supply contract with net billing with companies. The essential difference between net metering and net billing is that in net billing the price of taken over electricity does not have to match the price of electricity delivered to the electric power system. Prior to the submission of the application for the conclusion of the contract the customer is obliged to build RES power plant, where the generated electricity is used for own consumption, and the surplus is delivered to transmission and distribution system.
Furthermore, the metering point has to be adjusted, i.e. two-way meter has to be installed; also, the system operator has to be provided with the certificate that all devices, installations and metering points are fully operational and in accordance with the regulations and standards.
After these procedures, future prosumers submit to EPS an application for the conclusion of full supply contract to the address kp@eps.rs. Upon processing the applications, the supplier concludes a full supply contract with net metering or net billing with the prosumer.
Immediately upon the contract conclusion, the supplier informs the system operator that shall within five days connect the power plant to the electric power system. The system operator shall no later than five days upon the connection of the generation facility enter the end customer into the Prosumer Register.
Legal Framework
Introducing a new status of prosumer is secured by the legal framework set under the Law on the Use of Renewable Energy Sources and Law on the Amendments to the Energy Law, adopted in April 2021, as well under the Decree on criteria, conditions and manner of the calculation of receivables and liabilities between prosumers and suppliers.
