State Oracle Cloud – a modern and secure e-government platform for providing efficient services to citizens, businesses and the state, and protecting data privacy
The Office for Information Technology and e-Government of the Government of the Republic of Serbia and Oracle, through certified partners, signed a state agreement on the purchase of hardware and licenses that will enable the state administration to integrate, centralize and consolidate databases and software products on which some of the most important records are based in Serbia – register of citizens, identity cards, address data, system for unification and data exchange within state bodies and many others. Centralization of the most important state IT systems is enabled thanks to the state-of-the-art IT system – the State Oracle Cloud system, which represents a modern and secure platform for the development of public administration as an efficient citizen service and economy.
Thanks to this, Serbia became the first country in Central Eastern Europe, and the second in Europe after the UK, which established the State Oracle Cloud infrastructure.
The first State agreement with Oracle provided the best prices for all state authorities using this IT solution, compared to previous individual purchases, which resulted in significant savings in the budget. Namely, with this agreement, the state will achieve savings of about 2 million euros through centralized hardware, licensing and service procurement, and by introducing the State Oracle Cloud Center and its exploitation in the coming period, additional benefits will be gained through reducing maintenance, management and data migration costs.
Some of the implementation of the State Oracle Cloud System is the establishment of a central information system of 145 local tax administrations, the optimization and reform of IT management system within the Ministry of Finance – Treasury Department, Tax Administration, Money Laundering Administration and the Central Registry of Compulsory Social Security, as well as the reform registration in the real estate cadastre and cadastre of underground lines through the introduction of eKatastar.
“Creating a State Oracle Cloud allows full privacy of citizens’ data, since no data can be output from the State Data Center of the Office for IT and eGovernment. With this investment, the state has received a system that can be managed more easily and which guarantees security. Centralization also resulted in savings in the budget of about 2 million euros for the use of IT infrastructure – hardware, licenses and services” said Mihailo Jovanović, Ph.D., Director of IT and eGovernment Office.
